The Susquehanna County Historical Society & Free Library Association enlisted JHA Companies to provide the Architectural/Engineering Construction Observation Services required for the construction of their new 21,000 SF library, parking area, access drive, and ancillary components.

The services provided by JHA involved pre-construction administration, construction observation, special inspections/material testing, and post-construction administration services. JHA assisted the project team by performing construction administration, construction observation, erosion and sediment control inspections, and substantial completion/project closeout in accordance with the USDA Rural Development and Housing and Urban Development requirements and timetables.

The construction observation services provided by JHA Companies included pre-construction meetings, shop drawing reviews, monthly contractor meetings, daily construction observation, materials testing report review, monthly payment requests processing, punch listing, project close- outs, and as-built surveys. Once project construction was complete, JHA coordinated the commissioning of mechanical and electrical equipment systems, conducted the final walk through to prepare a punch list, provided a recommendation for substantial completion, and prepared and submitted the project closeout documents, including record plans and as-builts.
