Luzerne County Head Start retained JHA Companies to support a series of time-sensitive property improvement projects at its facility in the City of Wilkes-Barre. With funding tied to strict scheduling and scoping requirements, JHA provided early cost estimating, project planning, and detailed design services to help the organization secure and utilize federal and state funds efficiently.
What specific challenges did you face during this project, and how did JHA Companies solve them?
In 2021, JHA led the design and construction document preparation for façade repairs and the replacement of a deteriorating loading dock. Funding was not released until mid-year, compressing the entire project timeline into less than six months—from survey and design through bidding and construction. The team navigated tight contractor availability, off-season construction challenges, and significant material cost fluctuations to keep the project on track. JHA’s coordinated effort enabled Luzerne County Head Start to successfully partner with Panzitta Enterprises and complete the improvements within the funding window.
In 2022, JHA supported the replacement of all existing windows with modern, energy-efficient units to improve building performance. Post-pandemic material delays and long window lead times complicated the construction schedule. During installation, unforeseen conditions—including rot behind exterior siding—required quick scope adjustments. JHA provided responsive design updates and project support to keep work moving forward.
Through close coordination, proactive problem-solving, and schedule-conscious design, JHA helped Luzerne County Head Start maintain momentum on critical building upgrades that support a safe, efficient, and welcoming environment for early childhood education.
