JHA was retained to develop site plans and obtain all necessary land development approvals, post-construction stormwater management permitting and erosion control plans for a locally owned and operated, environmentally friendly facility, specializing in waste management and transportation. JHA provided support services required to obtain the PADEP solid waste transfer station permits and Owner Joseph J. Hunt was the certifying Professional Engineer on the solid waste permit applications. JHA also prepared the building design plans used to obtain the building permits and prepared the construction documents to bid and build the facility. The building is a 17,000-sf steel building with an upper tipping floor and two lower level tractor trailer loading bays. JHA coordinated the foundation system design, ventilation system, electrical design and fire sprinkler system. JHA coordinated with the client, Resource Environmental, and the PADEP to design a special double containment floor system in the building with monitoring and sampling ports that ensure an environmentally safe tipping floor. During construction JHA provided ongoing support to the client and the contractor with survey stakeout and response to requests for information.
A unique challenge in the life cycle of the project was how at various times revisions had to occur to meet various changes demanded by the permitting process as well as future customer needs. For example, a second weigh scale was added to ensure efficient flow of traffic for customers with minimal wait times. A future planned addition to the building was added mid-way through the design that also required site plan revisions.
