JHA Companies provided the professional services requested by renewable energy developers associated with the development of two proposed individual solar photovoltaic facilities. Each of the two proposed facilities encompass approximately 4-acres of solar panels on roughly 31-acres of land for the generation of up to 2-megawatts of electricity at each facility for distribution to the electrical grid. JHA completed the environmental evaluations, wetland delineations, due diligence assessment, topographic and boundary surveys, and subdivision and land development designs and plans, including reports and applications required for the Town of Horseheads Planning Board and the Chemung County Stormwater Coalition to approve the proposed construction.
JHA engineers developed a Soil Erosion and Sediment Control Plan to minimize temporary impacts typically associated with land development projects. JHA also provided the project Phase I Environmental Site Assessment, FAA/NYADO 7460 Aeronautical Study with the Solar Panel Reflectivity Analysis & Glare/Glint Analysis, NYSDEC SPDES/SWPPP/MS-4 submission, and Phase I Archeological Site Assessment. JHA personnel developed documents that met all of the client’s needs and the requirements of the regulatory agency, which were presented to the Chemung County Planning Commission and to the Town of Horseheads at Planning Board Meetings and at a Public Hearing. This project has the distinct honor of being the first solar project authorized in the Town of Horseheads under their new Solar Regulations.
