Joseph Hunt, PLS, PE

Prior to college, Joe Hunt spent three years working for a general site contractor operating heavy equipment. After completing college, his areas of focus were in civil engineering, water resources engineering and land surveying. The bulk of his design experience is in wastewater treatment plant design, stormwater management, hydrology, Erosion and Sediment Pollution Control BMPs, utilities and infrastructure design, wastewater treatment plant design, and pumping station design and rehabilitation. Mr. Hunt was Vice-President and Manager of Land Development Services for a 50-person consulting firm where he represented private, institutional, corporate and municipal clients. He presented numerous projects at municipal hearings and lead projects through the approval & design process, expediting and securing various permits and approvals. Mr. Hunt’s permit experience is in PennDOT highway occupancy permits, Act 537 sewage facilities planning approvals, water quality and water supply permits, earth disturbance permits, NPDES stormwater discharge permits, stream and wetland encroachment permits, and building permits. Mr. Hunt is a licensed Surveyor and licensed Engineer in both Pennsylvania and New York. He is also a registered Sewage Enforcement Officer, Building Code Officer, and certified Wastewater Treatment Plant Operator in Pennsylvania.

Todd Jacobs, PLS

President & Director of Surveying
Todd Jacobs has experience in all phases of surveying projects from proposal preparation to the final deliverable phase, including cost estimation, field work, drafting, client coordination, sub-consultant oversight, field crew scheduling, and quality control. His extensive field and management experience includes work on ALTA/NSPS surveys, large tract boundary surveys, aerial control surveys, GPS control surveys, highway surveys, construction stakeout, HDS surveys, and engineering design and topographic surveys. Mr. Jacobs is a licensed land surveyor in New York and Pennsylvania.

Christopher Sespico, PE

Vice-President & Office Leader
Christopher Sespico possesses a variety of technical civil engineering experience in site design and permitting for municipal, commercial, industrial, and residential projects. His current role consists of Vice-President and Office Leader in the Moosic Field Office at JHA Companies, and also managing several projects and clients. Many of the projects Chris has managed from 2011 through the present consist of natural gas pipeline and compressor station layout, grading, permitting, and plan preparation. From 2004 through 2011, Chris worked as a civil engineering design lead for a large consulting firm in Scranton, PA. His main design tasks included hydrology and hydraulics studies, erosion and sedimentation (E&S) control, stormwater conveyance and management, site layout and grading incidental to project design. He was responsible for obtaining regulatory permits for Highway Occupancy (PennDOT), NPDES, E&S, and Chapter 105 (PA DEP). From 2000 through 2004, Chris worked in environmental services for a civil consulting firm in Pittsburgh, PA, where he performed civil engineering, construction monitoring, and design tasks. During the construction season, he was the lead soil, concrete, pavement and construction inspection technician responsible for QA/QC and testing on municipal waste landfills, roadway and site development construction projects. His responsibilities were to provide QA/QC testing, inspection and documentation for concrete placement, soil/pavement placement and compaction, and landfill liner installation. Chris’s design experience consisted of hydrology and hydraulics calculations for NPDES/E&S site permitting, landfill liner system design and permitting, sound attenuation design and noise mitigation. Mr. Sespico is a licensed Engineer in Pennsylvania and Ohio.
